The Rhode Island National Guard traces its history from the first colonial defensive force established in the town of Portsmouth, Rhode Island in 1638. Today, the Rhode Island National Guard consists of dedicated men and women, prepared to serve our State and Nation in a variety of military specialties.
NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires membership in a compatible military assignment in the Rhode Island Army National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. Applicants who are not current members of the Rhode Island Army National Guard (RIARNG) must be eligible for immediate membership and employment in the Rhode Island Army National Guard in the military grade listed in this announcement.
Persons appointed with indefinite status may be separated when their services are no longer needed. This appointment is NTE 30 September 2015 , initially, unless funding and mission requirements dictate an extension accordingly . If a permanent status employee at the same grade level as this announcement is selected, Nature of Action will be Reassignment; tenure will not change. If a permanent excepted status employee is selected at a higher grade, Nature of Action may be Temporary Promotion. Should the need for the indefinite time limitations placed on this position no longer exist, the Temporary Promotion and/or the Indefinite Appointment could be converted to permanent action without further competition.

The primary purpose of the position is to serve as Chief, Special Security Office for the state. Administers the Special Security Office (SSO) and all SCI-associated security programs and measures. Provides detailed research and analysis on physical, computer, and personnel security. This position requires a comprehensive working knowledge of intelligence support operations, procedures, and practices.
Must be a member of the RIARNG or be willing and eligible to join. Must be a MAJ or below. Assignment to the RIARNG in OBR 35 or OAOC1 34 for Officers, or WMOS 350F, 350G, 351L, 351M, 351Y, 352N, 352R, 352S for Warrant Officers or MOS 35F, 35G, 35H, 35L, 35M, 35N, 35P, 35S, 35T, 35X, 35Y, 35Z, 94M for enlisted Soldiers. Background Criminal Investigation required prior to appointment. Must have a valid state driver's license. Must have or be able to obtain a TS-SCI or Interim clearance.
Brief Description of Duties: Initiates and implements policies and procedures required to manage sensitive compartmented information (SCI) programs and to protect SCI resources. Acts as resident expert on all SCI security matters. Functions as the technical authority in all other areas of classified security and classification guidance. Duties require incumbent to maintain currency on a variety of different security program interrelationships, requirements, regulations and guidance in order to apply this knowledge to protect SCI facilities and materials from espionage, sabotage, and destruction.
Establishes policies and procedures for accomplishment of SCI protection and security. Develops goals and objectives that integrate organizational missions and security requirements. Researches, interprets, analyzes and applies Presidential Executive Orders, Director Central Intelligence Directives (DCIDs), Defense Intelligence Agency Manuals, DoD Manuals, Army / Air Force Manuals, Army Regulations / Air Force Instructions, and local Operating Instructions.
Serves as the SCI Control Officer responsible for establishing, managing, and controlling all collateral and SCI classified information and material within the Sensitive Compartmented Information Facilities (SCIFs) affecting the Unit's mission. Ensures SCIFs comply with all applicable construction and physical requirements, standards, and regulations as delineated by higher headquarters.
GENERAL
Experience: Experience, education or training that has provided analytical, decision making, or administrative skills which demonstrates the candidates ability to accomplish the work of an organization. This experience must demonstrate the ability to work cooperatively and successfully with others.
SPECIALIZED
Experience: Must have at least 36 months experience, education, or training inplanning, directing, coordinating, and controlling base and law enforcement activities. Experience developing, planning and conducting training for regular and auxiliary force in all facets of security and law enforcement. Experience establishing standards related to security/law enforcement and enforcing standards. Experience determining personnel requirements for resources protection and law enforcement function.
MILITARY REQUIREMENTS: Employment in this position requires membership in theRhode Island Army National Guard. Selected candidate(s) will be required to be in a compatible military grade andassignment within 60 days of the effective date of placement. Should be MOS qualified within one year of placementaction.
Military Grades: O-4 or below.

Substitution of education for specialized
Experience: Successful completion of a full 4-year course of study in _any field_ leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.
